Hal ini dikatakan Bupati Lembata Bupati Dr. Thomas Ola, SE, M.SI, yang akan segera membenahi birokrasi dan mencopot Kepala Dinas atau Pimpinan Organisasi Perangkat Daerah (OPD) yang sedang tersandung kasus hukum. 
“Bagi OPD yang hari ini menyandang status tersangka, maka dengan sendirinya akan saya non job. Itu nomor satu. Siapapun itu akan di non job,” tegas Thomas usai pelantikan di Aula El Tari Kupang, Kamis 16 September 2021.
Menurutnya, Kabupaten Lembata di bawah kepemimpinannya harus ada perubahan yang signifikan, demi kesejahteraan masyarakat umum. “Di Lembata harus ada perubahan. Kalau tidak ada, mati saja. Sehingga pertama yang harus dilakukan adalah penataan birokrasi, karena birokrasi merupakan lokomotif yang dapat menarik semua fungsi pelayanan,” jelas Thomas Ola.
Ia menegaskan akan menempatkan Kepala OPD berdasarkan kualifikasi, kompetensi dan kinerja. “Jadi di situ akan saya tempatkan orang sesuai dengan kualifikasi pendidikan. Karena orang yang tepat harus berada pada tempat yang baik,” terangnya.
Selain itu, dirnya akan membenahi kelengkapan struktur yang ada di Kabupaten Lembata, sehingga tidak terdapat struktur yang kosong, karena akan mempengaruhi sistem pelayanan menjadi ompong dan tidak optimal. “Ini menjadi hal yang penting, sehingga mereka dapat bekerja sesuai Tupoksi mereka masing-masing,” tandasnya.
